2025 can confidently be called a decisive year for the mining industry and the cryptocurrency market in Russia. Starting from January 1, 2025, Federal Law №221 and a series of government resolutions came into effect, which finally legalized mining in the Russian Federation, while also introducing new registration, tax obligations, partial or complete activity restrictions, and more.

📕 Brief overview of FL-221 in 2025

  1. Legal entities, individual entrepreneurs (IE), and organizations engaged in mining and cryptocurrency activities must register in the MinCyberRF registry, providing necessary information such as equipment location, passport details, hash rate, etc.

  2. Mandatory reporting and income control forms are introduced (only registered miners can legally receive and sell digital assets via approved platforms).

  3. New mechanisms and forms of oversight over the actual operation of mining farms are also introduced, for example:

    • Electric grids and suppliers are required to report suspicious loads to detect unregistered miners;
    • Regional authorities gained the authority to impose full or partial bans on mining farms (particularly when modifications lead to an overloaded electric network).
  4. Sanction forms and sizes are outlined in relation to "shadow farms" (illegal mining operations), leading to additional tax assessments, fines, possible confiscation of unregistered equipment, and even criminal liability.

The changes are also relevant for foreign citizens.


‼️ Important details

  • Legal persons, IEs, and individuals are obliged to register in the MinCyberRF miners’ registry.
  • For Russian citizens, registration is required only if energy consumption exceeds the limit (as of November 2025: 6000 kWh per month).
  • Cryptocurrency mining without mandatory registration is prohibited and subject to fines and equipment confiscation.
  • All income received and withdrawn must be declared, and the sale, exchange, or withdrawal of digital currency is only allowed through official platforms.

We also advise foreign citizens to pay attention to the laws of the Russian Federation regarding the registration and operation of foreign companies.


⛔️ Where is mining prohibited or restricted?

Several regions in the Russian Federation have imposed restrictions or a complete ban on mining equipment operations.

The current full list should be verified in the latest government resolutions. IMPORTANT: The latest Government Resolution No. 341 dated 21.03.2025 introduces some easing.

As of November 2025, full bans are in effect in:

  • Dagestan,
  • Ingushetia,
  • Kabardino-Balkaria,
  • Karachay-Cherkessia,
  • North Ossetia — Alania,
  • Chechnya,
  • and others.

Partial bans are in effect in:

  • Irkutsk region,
  • Republic of Buryatia,
  • Zabaikalsky Krai.

The law establishes temporary partial ban periods: in 2025 — from January 1 to March 15; in subsequent years — annually from November 15 to March 15.

The bans are also relevant for foreign citizens.


🔑 Registration details in-depth

Registration must be completed by all market participants, regardless of organizational form (individual, IE, etc.). Obsolete or "gray-area" equipment without proper technical documentation or certification is doomed to be denied registration. Ensure you check and verify that purchased equipment has all required documents.

Example procedure (as of November 2025):

  • Submit an online application via Gosuslugi (public services portal);
  • Provide "ИНН", "ОГРН" for legal entities, or passport data for individuals;
  • Give a detailed description of the farm’s characteristics and actual address.

A key criterion is not exceeding energy consumption limits: for individuals — household consumption; for IEs and companies — according to the agreed contract with the energy supplier.

Reporting period depends on the organization’s type: For IEs and individuals — 1 year; For others — quarterly.

For foreign citizens, registration follows a similar process, but takes into account the laws governing the activities of foreign companies in Russia. The set of required documents will differ.


⚔️ Consequences for unregistered miners?

The federal law specifies sanctions' forms and amounts for persons conducting mining activities without proper registration and reporting.

Potential sanctions for mining without registration:

  • For individuals — up to 50,000 RUB;
  • For IEs — up to 100,000 RUB;
  • For legal entities — up to 500,000 RUB. Repeated violations may result in equipment confiscation and full recovery of income to the goverment's budget.

Regarding digital asset transactions: these can only be performed on approved platforms. Any income concealment, falsification of reports, or large transactions outside legal channels constitute grounds for criminal proceedings and multi-million-ruble fines. Control obligations are assigned to MinCyberRF, the Federal Tax Service (FTS), and regional authorities.

For foreign citizens, the amount of fines and the type of punishment are regulated by laws governing the activities of foreign companies in the Russian Federation. For example, fines will still apply, but their amount may be significantly increased. As for arrest, it will be carried out in accordance with Interpol rules or agreements between the countries (the Russian Federation and your country of citizenship).


✂️ Taxation

Now, like any other business activity, mining is taxable. The amount, timing, and procedure depend on the chosen tax regime.

Specifically:

  • Legal persons under the general tax system (GTS) pay up to 25% profit tax. Simplified Tax System (STS — УСН) can be applied, with payments of 6% of revenue or 15% of revenue minus expenses.;
  • Individuals and IEs pay personal income tax (PIT - "НДФЛ") according to their chosen scheme (progressive scale, etc.).

Reporting and payment periods also depend on the organization type:

  • For IEs and individuals — 1 year;
  • For others — quarterly.

Fortunately, the sale or exchange of digital assets via approved platforms is exempt from VAT. However, if a miner fails to report, FTS will recalculate taxes and impose fines. Income from foreign sources is calculated at the exchange rate on the transaction date and must also be declared.

For foreign citizens and companies, the reporting period and tax amount may differ. As before, we recommend that you pay attention to the law on the operation of foreign companies in the Russian Federation, as well as on the taxation of foreign companies.


⚖️ Summary

Undoubtedly, restrictions are unpleasant and increase workload. However, legalization itself reduces certain risks for mining activities and the crypto market in Russia. Why? Recall the December 2021 statement by the Central Bank proposing a complete ban on mining and cryptocurrency circulation in Russia. That was a serious "wake-up call" from the key regulator of the country’s economy, which initially caused significant fear among mining investors and the community. What about the new mining law of 2025? It unmistakably put an end to questions about the legality of mining in Russia: this market is now legalized, and at least in the near future, it will not be banned again.

Note that Federal Law №221 has already undergone several amendments within its first year, introducing numerous easing measures (see the March and August government resolutions).

For foreign citizens, the situation is also not straightforward. On the one hand, mining and cryptocurrencies are now regulated by law, which undoubtedly reduces the risk of fraud and ensures transparency in the operations of mining companies. On the other hand, the new tax system will reduce the real income from mining farms, and digital controls will reduce the number of available services for withdrawing and selling cryptocurrency.

Mining in Russia is no longer a "gray zone" for lawmakers; Federal Law №221 is merely the beginning of establishing state oversight over the industry. The trend towards legalization—of mining and cryptocurrency turnover—speaks volumes, primarily about the authorities' intent to integrate them into the "white" economy. The process of expanding government control will continue, opening more opportunities in the national economy, which will undoubtedly increase the role of mining and cryptocurrencies in the domestic market.
